In October Boris demanded to voluntarily return to the rebel-held buildings, surrender their weapons, to hold a referendum and elections. October 27 in the country and in fact was organized by the election of the Executive Committee of the NCCP, the President and the Parliament, but they were recognized by Moscow illegal. At the outset, Dudayev talked quite rationally and mentioned the Chechen delegation left for talks in Moscow.
